Dr. Zafer Yılmaz received his PhD from Ankara University. He has been a researcher and visiting scholar at Freie Universität Berlin, Brunel University London, the University of California Berkeley, and Universität Potsdam. His work currently focuses on the rise of authoritarianism, transformation of the rule of law, and citizenship in Turkey.

The Genealogy of the Turkish "Exceptional" State: The State of Emergency Policies, Constitutionalism and Citizenship in Turkey

This research examines the impacts of the state of emergency and martial law policies on the constitutionalism, and legal and constitutional foundations of citizenship from the 1960 military coup in Turkey until 2019. It aims to reveal the deeply rooted legal and political mechanisms that strengthen the everlasting appeal of the state of emergency policies in the country.
